They are usually the week after Lollapalooza iirc. MoPop announced today and Lolla is usually 2 weeks after that so it wouldn't surprise me if the lineup came on the 25th.

Still skeptical that Lolla announces while IL is under a state of emergency, but if they can guarantee refunds in the event of cancellation like OSL is maybe they'll just roll the dice.

After seeing the restrictions Chicago/IL just laid out, I think there's almost no chance this gets announced/goes on sale until the underlying situation starts to improve.
Lolla has always loved to drum up positive earned media around on-sale, and they're going to get killed in the press for promoting a massive gathering in the heart of the city in the middle of a pandemic -- regardless of policies for cancellation or contingencies.
