An old time band (Styx with Dennis DeYoung, cause again, why not) with a back catalog headlines and all the parents of those kids have something to look forward to at the end of her set

I think Doja will be the main sub, just makes too much sense imo. Perfect spot for her atm. Top 8 billing, highest sub.

I expect Glass Animals to be a headliner, and if Glass Animals are a headliner, so is Doja. I would be happy to be wrong about this, but I am preparing for a top heavy 1-4 with a number of first time headliners getting a shot in the 5-8.
Metallica - Dua - Kendrick - Green Day/Arcade Fire/Muse or anything similar would not come cheap and is broad enough to allow them to take some risks in the pairings.

Also, the headliner/tier 1/tier 2 thing could be a programming approach for frequency to ensure that lesser known bands popped up more often than the bigger names and forced people to play several times. Might not directly correlate directly to the line-up billing.
