If I assume that Heaven exists, I have more things to worry about than Ray Charles.
But, there should be an 'all-of-the-above' option, because he would get his vision back, but would still want to look cool.

Why the hell wouldn't he get vision? Better question is what disabilities wouldn't be corrected? Maybe it's like a personal choice. You can switch it on or off. You can be and do anything! (...assuming it were for reals.) Pass that over here, Neader.

I have always been wondering what people who were born blind are dreaming of (given that there don't have any single visual recollection, unlike people who became blind later in life)

In Heaven there's no need for perception to be filtered through bodily senses - Ray is experiencing the promised land in a wholistic way that renders sight irrelevant
