Of those listed, Kendrick is #1 far and away.
If we're gonna play the top 5 game with these, it looks something like:
Kendrick beyonce Jack Antonoff Drake Taylor Swift
Lin and Rihanna just miss the cut. Not familiar enough with Arca to place. All the others don't make any sense

Even though it is in no way implied for some reason I always see Artist of the Decade as most influential, not the most critically acclaimed.

It's a very vague thing to rank...but surely Taylor Swift or Beyonce have been the biggest, most popular artists of the decade by a long stretch? Ed Sheeran may be in there too.
'Best' artist of the decade is a very different story and obviously extremely subjective. We would all disagree on that I'm sure.

OFWGKTA got white suburban kids into hip-hop like no one had except Eminem. That's why I chose him. If not him, I'd say Drake is #2, though I could easily be convinced to put him at #1. Kendrick is critically acclaimed but I don't see how he really has had a huge influence on the industry as a whole.

It's hard not to vote Beyonce here.
Ed Sheeran is not a bad second pick; I saw Ed Sheeran open a first-of-three bill to basically nobody in 2011 and he is now selling out football stadiums around the world - that glow-up over the course of the decade is unmatched, in the candidates listed.

I was thinking about this in the shower because it now takes me about 25 minutes to shower. No way Tyler brought hip hop back to the white masses. the discussion is definitely going to revolve around Beyonce, Kendrick, and Kanye. But I'd also say that Nick Cave (despite losing his son) had a pretty good decade creativity wise across his two projects. Justin Vernon did too. Took a small cabin project and turned it into an arena sized spectacle with a long list of collaborators.

Justin Vernon makes a certain amount of sense to me.
I am a bigger Nick Cave fan / appreciator but nothing about his '10-'20 decade stands out to me as being above his 80-90 or 90-00 or 00-10 outputs.

You are helping me prove a point though, and I'm sorry to use you as my example here, but look at the artists you listed above, off the top of your head, and then think about Earl Sweatshirt or even Frank Ocean. "Things that are important culturally" and "things that we deem actually good" are only small components of this question/answer IMO. Some of these acts put out good, even great, albums. Some of them absolutely ruled the decade. Big, big divide.

Nick Cave entered the decade sounding one way, and is ending it sounding completely different after some earth shattering tragedy. Not only did he craft some of his most heartfelt and gut wrenching music, he collaborated across the board, wrote scores, wrote books, I think he won a Grammy maybe?, and all of that was before his son died.

Oh I don't consider Earl to be an artist of the decade by any means, he had an impact and I was just using that to explain why Tyler, by helping bring Earl up, can somewhat be seen as influential for that reason. Frank I do though. I can see the argument for Beyonce and Drake as well, but I'd give it to Frank *shrug*
